Preheat oven to 375°F. Spray a 9×13 casserole dish with cooking spray. In a large bowl, whisk together chicken broth, fat-free half-and-half, hot honey, garlic powder, onion powder, smoked paprika, black pepper, and cornstarch until smooth.
